The Complaint alleged that the implementaiton of the Project has failed to create and enforce a sufficient Resettlement Action Plan resulting in loss of land, housing plots, lack of compensation, and predetory practices in the purchase of land. Additionally, a lack of monitoring by the Bank has lead to a failure to meet operational safeguards for land aquisition, population displacement, compensation, and consultation.
