The Request alleges that the current design and future construction works planned for the Program could directly impact the residents of Barrio Bañado Tacumbú. Specifically, the Requesters allege that the Bank would be in breach of its Operational Policies because of the lack of an alternatives feasibility study to evaluate the social impact of the construction works; the lack of a complete and adequate impacted population census and an involuntary resettlement plan. Similarly, they argue inadequate procedures for citizen consultation and lack of information available to the community. Regarding the allegations of harm, the Request describes potential environmental impact on the wetlands of the Paraguay River and the Yrupe Lagoon. Finally, the Requesters warn about future negative impact on the living conditions and property of the families of the neighborhood because of the possible involuntary resettlement considered in the Program.
